The Unknown Spy is seen in the Railway Station in Zurich in Covert Front 3.

Railway Station
The Unknown Spy is only seen by Kara as she leaves the Railway Station trough the main door. She notices him, and he notices she noticing him and he steps back, then she walks back and says: ''I can't walk out trough that door, somebody is watching''.
Behind his presence
It seems that he was aware of Kara arriving in Zurich and waited for her. It must have been a leak in the information which only escalated in Chapter 4. He is probably hired by the KIS.
